MND as the regulator sets the broad legislative framework to ensure that Town Councils, as autonomous entities, carry out their duties for the benefit of residents living in their towns and estates. Through the Town Councils Act and its subsidiary legislation, MND has established the required standards of public accountability, transparency, and performance for Town Councils, and exercises oversight of Town Councils to safeguard the interests of residents.

MND designs programmes and initiatives to promote good governance practices among Town Councils, and monitors the performance of Town Councils in key areas to ensure that performance standards are met. MND also assesses Town Councils’ financial adequacy, and administers government grants to the Town Councils.
